Debit order out of the blue

We don't have a debit order going off to pay our STD Bank HL, so we have been paying it via EFT for almost a year now. Our payment day is the 15th of the month, but we get paid between the 25th and 1st of the month and we do the transfer immediatly before the 15th. On Friday night a debit order of R1803.37 with reference of our STD Bank HL account number went off my husbands FNB account. We went into the Parkview branch on Saturday moring where the consultant phoned the HL call centre and the consultant said there will be an investigation as someone loaded a housing subsidy on our HL account. Neither myself or my husband requested this. I was promised that the R1803.37 will be reversed as this was wrongfully done. On Monday I called the call centre as well as the complaints department myself and they also said someone will call me and the debit order will be reversed.
My problem is that that was our last money and we don't even have money for petrol.
We requested a letter to say this was STD Bank's fault and that it will not happen again, but the consultant advised they can't supply us with this.
It is now Wednesday morning and the money is STILL NOT in my husband's account
