Payed motor loan off never received the reg papers

Last payment on my car loan was 20/03/2012. West bank never forwarded me the legal papers of my car. I called them a few times and emailed them to find out where my cars papers are. Last email I received from them was on 29 October 2012 that stated (We will respond to you within 3 working days) up to now no response.
