Poor Service delivery

I called on Bronwyn Steyn who works with Mr W.Wessels in that department as MR Wessels asked her earlier in the month to forward me the documentation I need to complete for the withdrawal of the money that was transferred from Medi clinio to there Preservation fund. Last week Bronwyn told me that the certificates will be ready by 31.01.2014 then she will email me my certificate. Because I did not hear anything I phoned her today again. Today she informed me that she confirmed with the department that issue the certificates that they have a delay and we will only get it next week. I asked her to give me my member number so long so that I can complete my documents so long and send it back as most of the other staff already got there membership numbers. Bronwyn put me on hold got back to me and gave me the membership number and I emailed my documents to her. It was not even 5 minutes later the office was buzzing with conversation that there certificates was email to them by Bronwyn.By the time I left office at 16H00 hours I still did not receive mine. I think she is victimizing me by telling me the certificates will only be ready next week and then she don't have to deal with me.
