Fnb and cell c SIM card problem

I received my IPad air 3 weeks ago with a cell c sim card which states that it will be activated within 72 hours of being placed in the device, it's been nearly 4 weeks now and numerous emails to fnb smart device have been sent with absolutely no response besides the automated response, I have phoned 3 times and been assured the problem will be sorted out and the matter has been handed over to the manager several times. So why am I still not getting any response or are you just hoping I forget about the matter and move on?
