Honoring fee but honored nothing

I had a honoring fee taken from my account, when I made an enquiry of this I was told that because I did not have funds in my account for my debits to go off the bank had settled it for that time and I ended up with a minus balance which I put in that account from my savings account.
A few days later my debits returned and I was charged unpaid amounts and I am now in arrears after paying the bank an HONORING FEE! What have they honored?

Someone needs to sort this mess out!
