Approved telephonically but then declined!!!

I did an online application I got a call back on 27/12/13 to complete the application. Wendy Mbhele assisted me with the process and advise me that I have been approved for a consolidation loan for an amount of R112, 864.91. My loan reference no 10197861. She advised me to get all my settlement letters, 3 month bank statement and ID which must be taken to the branch to finalise. I went on Saturday 4/01/14 with all my documents to Cresta branch, Sibusiso Mbhense helped me to complete my application. Within an hour of coming out of the branch I received an sms to say my loan was declined. On Monday morning Sbu called me and he was surprised to hear my loan was declined, he then called me back to say that he got feedback that I was over exposed. If that was the case then why didn't Wendy pick it up when doing the application? Or is that the way to keep people employed? Why waste my time to get all the documents? I have to pay for bank statements for absolutely nothing! Why get peoples hopes up high? Why no communication to the branch consultant? What is the purpose of a consolidation loan? My understanding is to help clients by reducing their instalment. Someone give me a proper reason
