Getting billed for inactive account

I considered opening an cheque account via telephone. Person (unknown) from Absa assisted me telephonically with details and said the account would become active once I go to local branch and collect the card. I never did. After - 4 months I received a phone call from Absa stating I owed X amount on cheque account. Before that I have never received a bill from Absa through the post, via email or did the account appear on internet banking. I visited my local branch (Secunda) to enquire about the account. At time I owed - R700 on the account in charges deducted every month. Simone Robertson assisted me by phoning the collection department of Absa where after she stated she closed the account and the costs will be written back, unless I heard from Absa again. Chantel Johnson assisted her via the telephone with this. After a period of - 2 weeks Absa contacted me again stating I still owed money on the account. I then proceeded to visit the Secunda branch again to enquire why I was phoned again. Marne Newman then assisted me by telling me the account was never closed and I now owed - R1100. in additon to this my credit record was affected. I need assistance closing it down.
