Early debit with no explanation

I applied to essential on 04-11-2013, but only recieved respose by 13-11-2013 and the process was finally started. I recieved confirmation of acceptance 18-11-2013 by this time my application for 1December was no longer logical.
So on 19-11-2013 I requested that Jo Ann Oglethorpe move my inception date to 1 January as I didn't want to pay two policies in one month. She confirmed that my inception date was moved on 25-11-2013

Yet my account was debitted with the installment on 01-12-2013

I contacted Essential Med on the 4th of December 2013 to request a reimbursement. I sent a proof of payment to Fagmida the next day who then told me that she would contact the finance department to pay the money back to me and confirmed that it was a mistake.

I've spoken with a number of people Vianica, Fagmida, Diedre (and more), no one can tell me when my money will be refunded.

11-1202913 I phoned again and spoke to Diedre who told me that Lucia would contact me with and answer and again no response!!
12-12-2013 the consultant said that the finance department need to have a meeting to decide when the money will be reimbursed but that they would contact me.
Still no one has contacted me?
