Turn around time-ATM/Cheque acc related queries

During my lunch hour, i went to the Standard Bank ATM at the Grove mall to withdraw rent money. Got notification that the money was withdrawn, but the atm never dispenced the money. The machine later went out of order. When reporting that inside the bank a query was logged and i was told that the matter would be resolved the next day. Its 8 working days later and all that im told is that the matter is still under investigation and will take up to 15 working days. I understand that there are procedures to be followed, but this is ridiculous, it cant possibly take 15 working days to trace the problem and fix it. Worse part is that the employees of that bank are aware that that specific atm is often faulty couse they knew which one i used before i told them. Why is nothing being done about it then?
