BILLED FOR A SERVICE I HAVENT USED IN OVER 2YEARS

Last year (2012) had a strange item appear on my bill. When I queried I received no response what so ever. Upon further inspection I realised it was for card fees that i still have not received.
Now (2013) low and behold i am being debited again for card fees and interest. My Account balance was ZERO 2 months ago now I'm being ripped off to pay late payment fees and VISA card fees that I haven't received or used.
What a rip off...
