No money dispersed but out of Account-Cash Express

On Tuesday the 3rd of September 2013 at 13H27 I have wirhdrawn an amount of R500 from the Cash Express ATM at the Total Filling Station in Rosslyn (Akasia), c/o Doreen and Rosslyn Rd.
REF NO: AA39 1Doreen/Rosslyn A Rosslyn GPZA
TIME: 13H27
Up to date my account was not debited accordingly and I am still short of the money.
The slip confirmed Cash dispensed - R0.00

Surely by know the error should have been detected and the error corrected?

I have phoned my bank and they are lodging the complaint and states it can take up to 31 days!! UNACCEPTABLE!!
With the technology of today and the systems in place this can be rectified immediately, within a short span of time.

Please assist resolving?
