Just need some help

I applied for a credit card in May 2013, due to all credit history/issues, the consultant offered me a prefunded card, which I said would be just ideal for me as I need the card to make international payments, the consultant took my bank details, also said that the card was in the process and would take 3 working days, I was told that no credit checks are required, however when I applied, they declined, saying that I am under debt couselling, I am no longer on debt counselling for the past 2 years, I need to know what are the requirements for a PREFUNDED card, I don't mind if it gets declined again but please do not give me wrong info.
I also spoke to the servicing department and they said nothing can be done, not a single word of guidance, like log a call with Transunion or maybe send a us a letter to say that you off debt counselling... just a plain NO
