American Express refuse to release my funds

We checked into Intercontinental Crowne Plaza London City and they (the Merchant) placed a hold of? 250 on the card. When we checked out, the front desk assured us they will release this hold to allow us access to our money. It is with regret, after many international calls from France, that hey still have not released my funds. They (American Express), point fingers at the merchant (Crowne Plaza), and visa versa and still we not have access to our money. We don't owe the merchant any money, yet they not let me have ours. More so, her American Express Global Travel Card is expensive and not widely accepted rendering us to use our local bank card and encrusting more costs and lose out on the currency exchange... We do NOT recommend the American Express Card at all - DON'T do it, it will COST you BIG time and it is inconvenient...
