Refund for their fault

On Saturday the 27th of July Wesbank made a deduction on my bank account for R3823.23 with a reference number that does not belong to me. When I called wesbank they told me that it was a mistake that is someones installment going of the wrong bank account and so they will refund me. I asked wesbank how can they have such an error/or overlooked such a mistake because it only means they approved another persons deal with the wrong account number, which also means they validation process was not done.
It has been over 48 hours and my money is still not reversed into my account and whenever I phone them they always have a different story and they are not even getting back to me to let me know on the process.
I have already called more than five times and i still don't have my money. My biggest worry is that how do they make such an error with people who account numbers are way different? When i call wesbank i hold for long and they are not even resolving my issue
