Account Upgrade

I don't understand why I was given a higher credit limit and not an upgrade from silver account to gold acccount; not only do I meet the qualifying criteria, I know for a fact that I have an excellent credit record.
I contacted the call center, and on onr instance I was told to fill in a new application, and on another was told to go to a Standard Bank branch... How difficult is it to upgrade an account?
