Amex Membership Rewards Avios Not So Special Offe

American Express Card Membership Rewards programme special offer (valid 1 April to 31 May 2013 - offer made in printed booklet mailed to card holders) offered conversion of Membership Rewards points to British Airways Avios at double the normal rate (i.e. according to booklet 2 MR Points = 2 Avios miles).
I phoned Amex Membership Rewards and asked them to convert all my points to Avios on 15 May 2013. I was given a reference number. Nothing happened. I phoned Amex again on 10 June 2013 who stated that they had transferred the points so it must be British Airways. I phoned British Airways who said Amex were having technical problems but hopefully it would be resolved and I should check again in 3 weeks. When I checked again half the number of Avios had been credited to my BA account (i.e. not the special offer rate). I phoned Amex again on the 2 July and got passed to 3 different people who just said that they were having technical problems and could/would not commit to any resolution date. The last person I spoke to - supposedly a supervisor offered to arrange for the Amex Rewards manager to phone me. This of course has not happened. This problem is apparently widespread!!
