R400 Cash Promotion - Unwilling to pay out

End of April 2013 I phoned Outsurance regarding their cash back promotion on car quotes. I spent a long time on the phone to go through all the procedures and at the end of it all Outsurance could not better the premium I paid with my current insurance. The operator had all my details but not once did he ask or inform me of what I had to do to claim the cash back promotion.
Time went by and it totally slipped my mind to follow up on the quote.
On 1July I phoned Outsurance again and I went through the whole procedure again and once again they could not beat my current premium. The operator double checked my details and said that the promotions department will contact me via e-mail to claim the cash.
On 3 July I haven't received any feedback from Outsurance so I decided to phone back again.
The operator took my details and sure enough there I was on their system. She informed me that I do not qualify for the R400 because they gave me a quote in April and I should've phoned them again within 30 days to follow up.
Why didn't they send me the link in the first place? Why didn't the 2nd operator pick up on the 1st quote?
Seems to me they are only looking for a why out just not to pay
