Can't get through to emergency number after 5pm

Last night (24 June 2013), I locked myself out of the house, I tried calling Dial Direct to assist with a locksmith. I proceeded to follow the voice prompts and entered all options from 1 - 3 without any success, my call was either ended or the voice prompts told me to call back during operating times.
I was furious because I tried calling about 6 times with no result. I needed to get into my house as my baby was in the car with me. I eventually asked my husband to call and he couldn't get through either, so it wasn't only me that couldn't get through, when he came home he was forced to break the door open.

I'm so confused about why I couldn't get through to anyone, can someone please explain this to me? What if something more serious had happened to me and couldn't get through?
