I cant access funds but i have R60 000 available!!

I have R60 000 in my Standard Bank Access Account. On Saturday (15 June) i tried to pay for a meal to celebrate my sister's birthday using my card, the transaction was declined thrice for insufficient funds. I had to leave the restaurant and go draw money from an outside ATM. That evening i was able to draw R3000. The following day i went to the Standard Bank ATM to draw R2000 for petrol to return from our holiday destination and the transaction was declined three times due to insufficient funds. How is that possible when i have over R60 000 in that access account? All the call center numbers provided on the mobile app were unavailable so that means i was stuck with no money. My account had and still has money but i cant use it to draw or pay at the speed point. Standard Bank had the audacity to charge me R4 x 3 on my CHEQUE account for "declined" service even though i didnt attempt to draw from the CHEQUE account. What on earth is going on there? Thank goodness Ive ported some of my accounts to FNB.
