Refund still not paid since 2012

I cancelled my vehicle insurance policy 3 days before the date of the debit order. This was in 2012. To my surprise, Oakhurst still took my money. I then reported the wrongful debit, Phumi Seme promised to refund me. Guess what... I'm still waiting.
