FNB is insisting I get an original document (utility bill in PDF format) certified in order to access my Paypal funds. First of all, you can't certify an original, it doesn't make sense, and why would you want to? 2. The COA won't certify a copy unless the original is present. The original cannot be present, as it's a PDF. A print-out would be a copy. 3. Even if you could certify the copy without the original, why would you print out a copy of the original, get it certified, scan it in, just to save it as a PDF again, when you in fact have THE ORIGINAL to begin with?

Gah! It's like dealing with online zombies.
