Paying for their clients negligence

Sometime last year a Miway client with a comprehensive that includes third party insurance didn't stop at a stop sign and bumped into my husbands car.
Now Miway refuses to pay the full repairs on the vehicle because they claim we are to blame for the accident too. Have you ever heard of such a thing your life that we are to blame for following traffic rules and for the ignorance of their client that didn't abide the traffic road signs. What gets worse is that they claim my husband didn't stop the car when he saw their client was about to beat a stop signs even after we told them numerous time that the car was immediately stopped that's why only the front of the car was hit and not the body. Then Miway claims that their client said we didn't stop the vehicle when we saw her so then we phoned the Miway client to confirm with her and guess what did she said to us that she was never asked anything about that and Miway is making up stories. So then I asked Miway for a record on the conversation where their client claims we did not stop the vehicle when we noticed she's beating a stop sign. Now I have never received any feedback since then. Is this really legal business practice??
