Customer account number reused?

It has come to my attention that after cancelling my bank account (Account number 071856811) a few years ago that Standard Bank has reused the exact number on a new account. Due to that Discovery Health paid an amount of R1646.30 into that account under another name and advised me that nothing can be done to get the moneys back.

Please let me know what time must elapse legally for a bank to reuse ones number?

How can I get my money back?

As you know you have 20 days to respond as I am keen to go to the Banking Ombudsman.
