Opening baggage

I was on a flight from joberg to cape town and on getting back to collect my baggage one of the bags had be opened by braking the lock off the bag, braking the bag. All the little bags inside had been opened. All the goods in the main bag was put back in with the creams not back in the little bags they were in. Now the creams are all over the other good. I reported it and was told to phone when i know what had been taken. All of my goods are there so i phoned to tell them that, but the bag is broken to be told i have to take the time and spend the money to take the bag back to them at the airport if i wanted anything to be done.
I have taken the bag to a shop to see if it could be repaired and the shop said yes but it will not be 100% right as it was. So i have been on the internet and to replace the bag with another one like it is almost R2500.
I feel this is like braking and entering so i should not have to do anything to have it corrected as it is to do with the service that i was given.
