Lost luggage

I arrived early for my flight, at Johannesburg airport to Port Elizabeth, my suitcase weighed 18kg. Date 6 May, flight no SA417 at 13.10. When I arrived at Port Elizabeth my suitcase did not! I was astounded as 2 people standing next to me collected 4 very heavy pieces of luggage. This "non arrival" was reported to Nandi Ref No PL SA 52991.
Apparently another "volunteer" who arrived earlier that day had the same thing occur, her suitcase was on the flight I was on. My suitcase arrived on the following flight, but due to the time of arrival my suitcase was not delivered until the following morning. There was also a tear on the side, luckily I was able to repair this by glueing it.
I was given to understand that this is not an isolated incident. Why is it that "tourists''" luggage appear to be treated with little concern?
