Where is my Promotional Data Bundle

I purchased a promotional data bundle and when I checked my balance and it said that I had 0MB data. I thought perhaps I hadn't completed the previous transaction correctly so I tried again and still it said I had 0MB of data. I phone customer care who then told me that promotional data needs to be checked under a separate category and doesn't show up in the balance summary. THIS IS STUPID!!! Why should I have to check under a separate category for my data balance even if it's promotional, it's still data. I want my money back for the second transaction because I only wanted to make one transaction, not two. Your system is terribly designed!!!
