Data bundle not working outgoing barred

I have reported this problem since the 27th. Been told turn off your device remove your card re-insert after an hour.then again Cell C engineers are busy working on the problem no ETR there as well. Today is the first of a new month and I am still having the same problem. What the heck is the problem. When will this problem be sorted.
