Ipad Mini Upgrade

Hi, I applied for an upgrade for Ipad Mini. Because I'm on a voice package now, they told me it would take 5 days to do the migration. I was fine with this because I understand that there must have been some changes that had to be made. What I don't understand now 8 days later and I still don't have an answer to when it would be done. If the store contacts the department responsible, they just say they are offline or there is a backlog. I was there again today (28-03-13) and again they say they can't see why it is taking so long the system is offline we must try again in 30min. What kind of systems do MTN use that is always offline and causes a backlog. Why must it take 5 days to migrate from voice to data anyway. The store has been helpful and I understand it's not them, but please can someone tell me why is it taking so long to do something so simple.
