Bad quality service

We have a problem in our area since Late 2012. If u call from one vodacom number to another vodacom number your calls just get dropped for no reason. Sometimes I have to phone someone up to 4 times just to fininsh a simple conversation. I have contacted vodacom in October 2012 and again this morning after I had to phone a customer for the 4th time. Vodacom keeps telling us that they are busy planning on building a new Tower in this area because the existing ones area to busy. It might take up to two years to get the problem sorted out. Now my question is? What is breach of contract if this is not. I am paying for a service I can't make use of. Now every time a customer phones me I must ask him to phone me on my telkom line otherwise we will get disconnected. What about the loss of business where some customers gets cut disconnected before you can get there contact details to phone them back if the call gets disconnected for some reason.
