No improvement in signal after complaining for 3 y

We have contacted Vodacom on a regular basis as we have interrupted signal in the area resulting in dropped calls and not being able to phone out or get incoming calls at times. This has resulted in a loss of income and also increased our telephone bill as we have to continually phone back or re-dial the client.
After one complaint, they did come and install an aerial, but things only works in certain places and even if we stand right next to it - we cannot get a dialling tone on our phone.
When we report it, we get told they will come back to us, BUT THEY DO NOT! They keep on sending an SMS saying we are working on the problem, please be patient - this has been going on for years - our patience is now at an end. Certain times of the day is worse than others but this is on a daily basis that we have dropped calls.
The phone is a phone from Vodacom Samsung Galaxy S11 and they have sent it to Joburg - but they say it is not the phones fault - it is the signal here - but they charge us every month!
Everybody in the area has the same problem. Cell C has a better reception.
