Cheated by company through cellphone contract

On 22 June 2011 I phoned to find out why i was being debited after 24 months contract had expired, to be told if you did not cancel we will debit. Clive, the agent sold me a new contract and i agreed. Promised delivery within 6 - 7 working days. 27 July I phone and get to speak to Jonathan Govender who gives me waybill no 11434608 and puts me through to Roydrick Ramwatar.who also promises delivery and also asks for my home address for delivery which never happens. all this time I am being debited.
on the 03/10/2012 I go to the offices in Midrand and I am told the company no longer has the phone and they try to convince me take another contract and i refuse and indicate i no longer want a contract phone. The long and short of it is that they agree to cancel the contract and refund me the money that has been debited for a phone I never received and airtime i never used, they were able check it on the system and were aware i never used it.
I then requested a refund and Mamello, the agent assisting at the time went in to the supervisors' office and came back and indicated that they were willing to refund me and gave me a form to complete and promised a refund, I AM STILL WAITING
