Instructions not adhered to, who fits the bill

To Whom it May Concern,

I am highly irrate, having just received an sms stating that my account has been blocked as i owe R8353.71. Which to me i quite confusing given that i have a cap in place for about R3500. I have subsequently called the call centre (27831808), where the operator confirmed my cap value, but further went on to ask for proof of me setting up the Cap. Well i assume its on the system thats proof enough. I was also advised that i should have received an sms notifying me that im about to reach this cap, which it didnt. Next after consulting with the supervisor, i was told i am legally liable to settle this as on roaming the cap does not work. Well when was i notified of this in writing, did i implicitly accept this. Also if my Cap is R3500, how is it that the account is allowed to run to R8353.71, thats more than a 100% of the cap value. I will gladly pay the CAP value, as it was what i agreed to, anything in excess strikes me as "Unsolicited Goods or Services". Also if your operators have to escalate in order to confirm this, I highly doubt many consumers are ever advised of this hidden cost. I was told the supervisor will call me back, i wait with baited breath
