Going on 2 months without a phone

I signed a contract on the 11 November 2012 for a Blackberry Bold 9900 (White) at Vodafone Goldfields Mall Welkom. I took the handset back as the buttons were falling out on the 01 December 2012.
They took the phone in for repairs and told me I will get it back within 14 days. On the 02 January 2013 I went to the store to enquire if the phone has been received back from repairs and the phone was in store. None of the consultants contacted me to inform me that the phone has been received back from repairs and to my surprise the phone they wanted to give me was a Black Blackberry Bold 9900 so I refused to take the phone as I specifically wanted a white phone. I was told my phone couldn't be fixed so it was replaced with a "Refurbished handset" meaning the phone had an out of the box fault and was repaired and that is the phone that I will be getting. What I don't understand is why is my 3 weeks old phone being replaced with a phone that had an out of the box fault? Why am I inheriting a phone that has had a fault despite never being used, when the warranty states if the technicians are unable to fix your phone you receive a new phone?
I still don't have a phone up until now.
