Does the Cancellations department exist?

I have been trying since 27 February 2013 to get through to Vodacom's cancellations department.
The calls get dropped, no one ever answers, and my last call went on for 27 min with no answer.

I hereby request in public forum that my number 079 691 0278 to be cancelled. The contract expires on the 8th of April 2013.

I wish to no longer be with this service provider on this mater.

Please send me a letter confirming receipt of my complaint and steps in addressing this matter.
