Cell C systems are not up to standard

So i had a cell c contract which i terminated in January not knowing that i will need a new phone. So i applied online for a new one. On thursday a guy from Cell C direct called me, we went through a few questions to see if i qualify then another set of vetting questions. He told me i have been approved, everything is successful and i will get my phone within 7 days. Today i follow up and wow i held for like 20 minutes, eventually when i get somebody to assist me she tells me i have been declined. How is that possible? And why wasn't i notified about this because i would have approached other networks instead of waiting for something that i'm not going to get? Honestly this is utter nonsense. But then again what was i thinking approaching Cell C.
