A call would have been nice

I applied for a Cell C contract online and was contacted by Lungani Gumede on 2 June 2013 to conclude the application telephonically. After giving all my details I was told that I qualify for the contract and I gave all my details to arrange delivery which I was said would happen within 7 work days and that a courier would contact me to advise me when it would take place. Up to today no call was received so I decided to call the call centre and check. I was then advised that even though I was approved I was then later declined. Now my issue is not with being declined after being approved, but rather with the fact that the person who initially told me I'm approved did not have the decency to call me and tell me that I have been declined. I see this as incompetent and actually rude as I was awaiting delivery not knowing I was declined after being approved. I would also like to know if I can cancel my data contract I have with Cell C since I was just told by Fikile that I am a bad payer (having never skipped or short paid Cell C once since I have the data contract with them). Hence I would rather not have anything to do with them.
