BlackBerry repair gone bad

My BlackBerry Bold 9900 broke (under warranty) I took it in for repairs on the 28.01.2013 and got my 'refurbished' phone on the 18.02.2013 (3 weeks later) only to find that the phone is still broken. When plugged into the charger it works, but as soon as I remove it, it dies and you can press whatever button you like, it does not switch back on. So I had to send it in for repairs the next day (sending in your repaired phone for repairs)! I even sent an email to Customer Care, not that it helped, because I just came from Vodacom and guess what, the phone is still broken. "We can only send it in for repairs" was their reply. I'm very unhappy and this is pathetic service!!! I'm paying for a phone and service which I cannot use, because I've been without my phone for a month!
