Bad Service from Call Centre to Shop Attendants

I bought myself a modem and was advised to get me a Cell C data sim card. On the 5th of June 2012 I went to Benoni Lakeside Mall and bought on paid R 1 800.00 and was told would receive 2GB per month for the 12 months. I rarely use my sim card cause am forever in the office and use ADSL. On the 6th of January 2013, tried using it and was surprised when I couldn't. I called to check with the network on what was wrong. I was advised to pay a visit to the shop where I got it from. I went back and was told that the airtime window, but wasn't told that was cause someone didin't provision my sim as a data sim that led to the expiration of my airtime window. I got a reference number and an sms that once my query had been resolved. All this was gonna be done in 24 to 48 hours time. I has been over 48 hours and have spent the whole day calling and going to Cell C shops to be assisted with the return of my data bundle that is due to me. All I have to show for all is CCA (Call Centre Agents) hanging up on me when I ask to speak to the supervisor and shop staff who have no idea how to help me and would rather let me speak to the CCA. How long does it take to get help or assistance if ever???
