Adsl line only 2 August (maybe) waiting since 2ap

Moved beginning of April to a new house and asked telkom to transfer my line. The entire April i phoned weekly and asked what was happening, I was told it was escalated twice. Then at end month I phone telkom to find out the progress, they told me that they can not move my line as the bill is not paid.

So off i go to accounts department and speak to them, they inform me that my account is overdue.
I tell them i will pay if they can give me a installation date, no they cant do that but i must pay.
So i pay telkom having no other choice and hoping they will install my line soon, with my 3g bill being twice my telkom bill.

So now telkom bill is settled in full i get a sms saying to me that maybe on 2 august they will install my line which is 4 months for my line to be installed /transferred.
So Telkom is telling me it takes almost quarter of the year to install a line in morningside.
How can take telecommunications company take four months to put in a line in a built up area
