All day appointment, and no show

I honestly dont know whether Telkom does this on purpose to with people or not
I stay at The Link in Rivonia, and i have been waiting for my telephone/ADSL connection to be reinstalled for 3 months now, since November 2012
Initially the expected turnaround date was 13 January 2013, and that was not to be
So i decided to wait as i was told the project is still pending for the complex
On tuesday, 12 February I received a call from Telkom telling me that a technician will be sent to my place on the 14th February 2013 for installation of the line and that it was going to be an all day appointment, which means without stating the obvious i would have take a day off from work. I was very excited and even thought about it as a Valentines Day present.
Well, I have not received a call to reschedule or apologize for the no show, all i got was a sweet silence, and no installation

I am starting to think that power is really misused by state owned enterprises since they dont have competition, i would really like to know if they even have a service delivery policy/charter
