CELL C - UNLAWFULL BILLING BY SUBSCRIPTION SERVICE

I HAVE BEEN A CELL C CLIENT FOR - 10 YEARS AND I AM HIGHLY PERTURBED WITH WHAT'S BEEN HAPPENING ON MY CELLPHONE ACCOUNT. TODAY I RECEIVED A BILL FOR MORE THAN R4000.00, WITH THE BULK OF THE COSTS RELATING TO SOME WEBSITE TO WHICH I DID NOT SUBSCRIBE TO (R3500!!). THE LADY (THEMBI) AT CELL C ADVISE ME THAT "THESE PEOPLE GET HOLD OF YOUR CELLPHONE NUMBER AND THEN THEY "SUBSCRIBE YOU WITHOUT YOUR KNOWLEDE AND BILL YOU FOR STUFF YOU DIDN'T EVEN SUBSCRIBE TO. I WANT TO KNOW WHY CELL C DONT CHECK WITH THEIR CLIENTS OR ADVISE CLIENTS OF THESE "SUBSCRIPTION SERVICES" WHO JUST DEBIT CLIENTS ACCOUNTS WITHOUT PERMISSION OR THE CLIENT'S KNOWLEDGE. I REFUSE THE PAY MY CELLPHONE ACCOUNT THIS MONTH UNTIL THE ISSUE HAS BEEN RESOLVED. CELL C NEED TO GET THE SUBSCRIPTION SERVICES TO REVERSE THE COSTS ON MY ACCOUNT WHEREAFTER I WILL PAY FOR MY OWN PERSONAL USAGE - AS WOULD BE QUITE CLEAR FROM MY RECORDS I HAVE NEVER USED SO MUCH
THE SECOND THING THAT BOTHERS ME IS THAT MY "THRESHOLD LIMIT" - WHICH I DIDN'T KNOW EXISTED, IS SET TO R15 0000 PER MONTH!!! I HAVE NEVER CONSENTED TO THAT AS LIKE I SAID, DIDN'T EVEN KNOW OF THIS THRESHOLD LIMIT! WHAT GIVES!?
