Telkom ADSL 4MB Service

I have been paying for 4mb adsl but only getting 0.33mb on various speedtests. The original fault number is 68CNK131012 which has not been resolved to date. This fault has not been resolved at all, TELKOM say congestion, exchange problems etc, but let me ask how is it that my friend who is 900m away from me and connect to same exchange gets 10mb ADSL??? Anyway last week I call the technican and they close the original fault and log another fault under 736CNK080213, to date TELKOM have not assisted me getting this problem solved. I have to call the call centre to find out what is happening??? no one from TELKOM except billing calls me to enquire about discounts-may I ask does no one else from TELKOM give a - something needs to be done here, as my business relies on fast internet and one word describes TELKOM adsl at the this time PATHETIC??? The TELKOM Chatsworth office needs to catch a wake up - this is absolutely ridiculous. I am writing this from my 0.3mb (supposed to be 4mb) adsl service that I am paying for. Where is the service levels of TELKOM.By the way when I called new services they say I can get 10mb but TELKOM chatsworth say NO, I need service here people
