Multi-data SIM not active

I upgraded my contract and received an SMS to say the multi-data SIM was active (0828819656) and that data would be used from the bundle on 0827819216. However, if I try to use the 0828819656 SIM for data, then I am unable to. Please could someone assist me. I did go the Valley shopping centre vodashop who told me that I had to deal with the branch who supplied the SIM (which I received as an upgrade which I did online - so no idea where I am supposed to go). All I want to do is use the multi-data SIM in a Wi-Fi router and leave my old SIM in my phone which I will manually top up as needed. Thanks, Stewart Prentice.
