Unable to reach the administration call centre

Good day, I phoned Vodacom on 111 to enquire about my insurance and the lady said I must call 082 1952. I phoned this number, made the selection for the Policy Administration section, was on hold for 5 minutes and then the phone just cut. Is this the kind of service that Vodacom Insurance gives to their clients? Should it be that difficult to get hold of your insurer?
