Cellphone contract opened

I had a cellphone contract with Vodacom which was due to expire in December 2013.When i called in early December to cancel the contract it was told to me that the contract has been renewed. An application was made online and a samsung was delivered to an address that was not mine. I have requested from them the signed documents of the delivery and the id that was provided but they refusing. They telling me that i have to send in an affidavit with my id which i refuse to do. Why should i be inconvenienced when they should have all the security measures in place to prevent this from happening. They refusing to investigate and take this off my name as i am now receiving sms's telling me that my account is in arrears. I had to make several calls to Vodacom requesting someone from the forensics dept to call me and today for the first time someone called be back telling me the same story that they waiting for my documents. Why do we bother to Rica and to Fica. This is so supposed to protect our information to prevent this kind of thing from happening. So now i have to do the run around.
