Failed to cancel contract application

I applied for cellphone contract on-line last year December. On that process I gave them 'go ahead' to port my vodacom number to mnt and that porting process took place on the 14th 0f December 2013. A week later after they ported I called in and asked them to cancel the contract application as I no longer wanted the cellphone contract and they should also port my number back to Vodacom because they kept me almost 2 weeks of not if the contract was approved or not. Yesterday I received a billing statement and funny enough the amount that is there is not even the one I had applied for before I told them to cancel the contract. When I called to ask what was happening they told me the person who was helping with the application is no longer working there and left before cancelling the contract.
