Wrong Address and Line Speed

After a telephone call with Telkom today 05.02.2013, they informed me that my account is suspended due to payment outstanding, i asked exactly what was the billing information and in return they said i have a 4 Meg Fastest DSL line rental amount of over R500- per month that was due since November 2012, so i asked the following. Why have i not yet received a invoice/statement? Telkom answer was, they had wrong billing address, my other question was why such a high amount as the 1 meg option is just over R100 pm and the response was they automatically assumed i was 4 meg as the exchange box supports 4 meg, well that's strange because even the Telkom Technician after testing my line confirmed i only have 750kb / s line speed, I request that Telkom back date the proper ammount for the initial 1 mb/s line rental as agreed and please send it to my correct address!
