Cell Phone Upgrade

I upgraded my contract from 150 per second to the straight up 100. Everything went through (as per sms sent to me). I was told that i would loose all airtime, sms's that was on my contract which i agreed to. Chane told me to take my sim out for a couple of minutes so that my sim card could "migrate". When i put my sim card back into the phone, it was done. I realised that i could nt use BIS where i contacted Chane again. She activated my BIS and told me i was going to pay pro-rata as its only half the month. I got a sms saying that BIS has been successfully activated. I have switched my phone off numerous times and even took the battery out. To NO AVAIL. I have spoken to so many people from Customer Care to even speaking to Clinton from Technical Dept.
Still NOTHING from yesterday at 16h34 where BIS was supposed to be activated.
I AM NOT HAPPY. I am paying for a service that i cant even use.
Also I want to know what does Current Usage of R23.76 mean?
I do not want to talk to anyone, these people need to get their act together, go into my account and sort it out. If not, then my upgrade should be cancelled, put me back to 150 per second, so that i can can get a contract with anothe
