Debit order not implemented over the last 7 months

A very despondent, annoyed, disappointed client who's tried to have debit order implemented for 7 months. Since, Sept 2012 cell no.has been soft locked due to the fact we were promised by many consultants they have processed the debit order, which to my disgust is still not resolved. We suffered the inconvenience of being appr 2 days without the use of phone impacting my small business. A time wasting exercise paying over counter at bank & waitin inlong queues at monthend. Providing excellent service is key & workin for corporate like Old Mutual, I know how important factor that is, it can tarnish your business & damage control can be costly. Today after discovering cell soft locked once again, tried calling for 1st time @ 17:15 held on for 32 minutes without resolution & got impolitely cutoff, called again spoke to Consultant named above who told us the same thing as before, call was 25 mins, 1st pay @ bank before they can unblock line. I insisted to speak to senior but instead she'd call me back in 48 hrs. Who is responsible, someone should be held accountable for not doing their jobs efficient & effectively, surely there is a lack of training & skills to follow up & resolve queries.
