My landline has been out of order for 4 weeks now

It has cost me 47 minutes on my cell phone tryning to restore the problem with no succes after 14 cellphone calls and finished my airtime on my vodacom contract and some of the call centre ask me the stupid question if I am making the call from my landline in question
I the meantime supervisors promise to call back-up to date no follow up call
I was informed to buy a new filter which I installed myself and the problem is still not solved and the cashier warned me that it is not refundable
